THE MARLEY COOLLNG XWER COMPANY ���1 ►i7 ��l <br /> Stockton, California MAR 19 )vdr) U <br /> FACT SHEEP Ya ENVIROMENTAL HEALTH <br /> March 14, 1986 PERMIT/SERVICES <br /> The Marley Cooling Tower Stockton Plant is located at 150 North Sinclair <br /> Avenue, Stockton, California. The Plant is divided into two areas designated <br /> the North and South Yards. The South Yard was purchased in 1942, and has been <br /> used as a wood storage and fabrication facility since that time. The North <br /> Yard was purchased in 1965 and has been used as a wood storage and pressure <br /> preservative treating plant since that time. The access to the site is limited <br /> by a fence around the perimeter and the entire area is paved. A stormwater <br /> retention pond was installed in 1966 to handle rainfall runoff in the North Yard. <br /> Wood treating by Marley began in the North Yard in the Fall, 1966. The process <br /> consists of placing the material to be treated in a long, pressurized cylinder <br /> (retort) , flooding the retort with waterborne chemicals, holding the pressure <br /> until adequate preservative is injected, draining the retort, and removing the <br /> material. The initial treating solution was chromated copper arsenate which <br /> was changed to acid copper chromate in 1982. <br /> Investigations by Marley, Department of Health Services, and the Water Quality <br /> Board in the early 1980's showed soil and groundwater at the site contaminated <br /> with treating chemicals. In December, 1984, the California Department of Health <br /> Services (DOHS) , the California Water Quality Control Board (the Water Board) , <br /> and The Marley Cooling Tower Company (Marley) reached a settlement agreement <br /> concerning the site. The agreement required certain interim corrective measures <br /> be taken by December, 1984. In addition, an investigative program to determine <br /> the extent of soil and groundwater contamination was required. Initial results <br /> of the soil investigation indicate contamination in the immediate area of the <br /> retort and contamination in the bottom of the storQwater retention pond. The <br /> initial results of the groundwater assessment investigation indicate concentrations <br /> of chromium in the immediate vicinity of the treatment plant, with rapidly de- <br /> creasing concentrations to the property line. Low level contamination is indi- <br /> cated at the property line. <br /> An off-site canvas and sampling of the existing wells was conducted. No conta- <br /> mination of any off-site well or water supply was found. At this time, there <br /> is no indication of any danger to the ccmnz7i ty surrounding the plant. <br /> A Commr ity Relations Plan has been developed and implemented to insure informa- <br /> tion is available to the public. Telephone contact has been made with elected <br /> officials, regulatory agencies, and concerned citizen groins. A repository of <br /> information, including the settlement agreement and site investigation plans, is <br /> available at the Stockton Public Library. <br />
