-2- <br /> 6. Address the following areas of concern pertaining to the proposed water <br /> treatment plant: <br /> a. Document provisions for the removal of arsenic from the surface <br /> impoundment free liquids (drainage and interaction with the sludge may <br /> increase the arsenical component above allowable discharge limits). <br /> b. Document provisions for testing, processing and disposing of any <br /> hazardous waste that may be generated through pretreatment filtration, <br /> resin replacement and associated processes throughout the system. <br /> c. Document provisions for ensuring that the copper content and pH of the <br /> effluent meet the allowable discharge limits. <br /> d. Provide a detailed plan for testing the water treatment system before it <br /> is put in operation. <br /> 7. Provide this Department two copies of the Black & Veatch "Specifications <br /> and Documents" for the MCTC water treatment plant equipment purchase. <br /> S. Include a detailed construction quality assurance (CQA) program in the <br /> closure plan. Specify: <br /> a. Type and frequency of all test and inspection activities. <br /> b. A framework to ensure that all tests and inspections are completed as <br /> scheduled. <br /> c. How test and inspection results will be used to verify construction as <br /> designed. <br /> d. Documentation requirements for field and laboratory tests and <br /> inspections. <br /> e. Designation of a CQA officer. <br /> f. Provisions for notifying this Department at least one work day in <br /> advance of field tests, to facilitate Department observation of tests <br /> and inspections. <br /> g. Provisions for submission of reports, to this Department, which will <br /> provide sufficient detail to allow tracking of the progress throughout <br /> the closure period. <br /> g. Provide health and safety considerations during closure operations. Demote <br /> particular attention to personnel protection and such areas as the <br /> prevention of aerosolization of the arsenical component of the sludge and <br /> soil during cleanup operations. <br />
