STAFF REPORT _ • • 5 <br /> SPX CORPORATION <br /> MARLEY COOLING TOWER COMPANY <br /> GROUNDWATER EXTRACTION AND TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> Deltakeeper commented on the tentative Order that the lack of system redundancy, alarms and employee <br /> training should be addressed in an accompanying enforcement Order. <br /> A Notice of Violation was issued by the Executive Officer to the Discharger on 10 February 2003. The <br /> Discharger is required to submit a technical report on its preventive and contingency plans for <br /> controlling accidental discharges, and for minimizing the effects of such events. The Discharger is also <br /> required to submit a contingency plan for implementing additional monitoring and inspections in the <br /> event of an accidental discharge or spill. This proposed Order includes a provision that the Discharger <br /> submit and implement these plans. Staff is coordinating enforcement with other involved agencies. <br /> SUMMARY <br /> Sufficient effluent data are available to determine that several constituents are or may be discharged at a <br /> level that will cause or have the reasonable potential to cause, or contribute to an in-stream excursion <br /> above a narrative or numeric water quality standard. These constituents and/or parameters include; <br /> copper, hexavalent chromium, total chromium, arsenic, TDS, chlorine residual, and toxicity. Effluent <br /> limitations have been established or retained for these constituents. This proposed Order includes a new <br /> 500 mg/L (ppm) monthly average effluent limitation for TDS applied at the point of discharge which, <br /> based upon currently available information, is necessary to comply with the secondary California MCLs <br /> contained in Title 22, California Code of Regulations and incorporated as chemical constituent water <br /> quality objectives in the Basin Plan. This proposed Order includes a time schedule to evaluate <br /> compliance alternatives <br /> RECOMMENDATION <br /> Adopt the proposed NPDES permit <br /> MarleyStaffReport <br />
