West Ln. <br /> Stockton, CA <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) <br /> has reviewed the fie history and the groundwater level monitoring report dated January <br /> 28, 1998 submitted by Dames & Moore for the above referenced site. <br /> Reference was made in the above report to a Dames & Moore "Revised Proposal for <br /> Additional Technical Service Report"(dated August 27, 1996). PHS/EHD does not have <br /> this report. Please submit a copy of the report to this agency. <br />` In a letter from PHS/EHD dated October 28, 1996, the plan for monitoring contaminants <br /> at this site was clarified. A five year groundwater monitoring plan was designed based on <br /> three assumptions by Dames & Moore. These assumptions were that groundwater would <br /> remain at a depth of 70 feet below surface grade (bsg) or lower, that Total Petroleum <br /> Hydrocarbons as Diesel (TPHD) would- not impact groundwater, and that natural <br /> attenuation of the residual TPHD in soil would occur. Groundwater has fluctuated from <br /> approximately 60 feet bsg in 1994 to a current depth of approximately 37 feet bsg on July <br /> 23, 1998. The trend of rising groundwater is of concern to PHS/EHD because of the <br /> possibility of groundwater contacting contaminated soils in this area. <br /> As stated in the PHS/EHD letter to you dated September 8, 1997, groundwater had risen <br /> over the Dames and Moore Monitoring Well (DMW) screens of DMWs 1 through 4. <br /> Currently groundwater is above the screens of DMW 1 through 5. Groundwater samples <br /> collected from 1995 to 1997 and analyzed for TPHD have not detected this analyte. Since <br /> water is above the well screens the data may not be representative of groundwater <br /> conditions. In order to confirm that groundwater is not contaminated additional MWS <br /> should be installed in the areas of previously documented high TPHD soil <br /> concentrations so the current groundwater/soil interface can be investigated_ <br /> Prior to consideration for closure, further investigation and documentation is required for <br /> this site. Calculations for natural attenuation of contaminants and the proposal for no <br /> further corrective action being necessary (as per the Dames and Moore Report <br /> A Division of San Joaquin Counry Hcalrh Care Scrviccs <br />
