Alternative 6 was also eliminated based on high cost. Alternative 10 was
eliminated based on low public health and institutional scores.
The six Remedial Alternatives remaining are:
1. No Action (Limited Action)
3. Excavation to 1000 ppm with Landfarming
5. Excavation to 1000 ppm (accessible) with Landfarming
7. Excavation to 20,000 ppm with Landfarming
S. Excavation to 10,000 ppm with Landfill Disposal
9. Excavation to 10,000 ppm (accessible) with Landfarming
6.3 Final andidate Alternatives
The Final Candidate Alternatives that remain after the screening of
preliminary remedial alternatives are described below. The descriptions are
intended to provide a level of detail adequate for applying the evaluation
criteria outlined in Section 7. The level of detail will be enhanced for the
selected alternative when the Remedial Action Plan is prepared for that
alternative. None of the proposed remedial action alternatives includes
replacement of the maintenance shop.
6.3.1 Alterative 1 - No Action (Limited Action) Alternative
The Decision Tree Manual requires that a Non Action Alternative be
included to serve as a baseline against which the risk reduction of remedial
alternatives may be evaluated. Since the No Action Alternative at the former
AFDC site will include monitoring of the potential pollutant pathway and
institutional controls, it will be referred to as a No Action (Limited Action)
Alternative. This alternative is a group of activities that can be used to
address contamination when remedial measures are not implemented. For the
Limited Action Alternative at the former AFPC site, the primary concern is
the minor health risk identified in the earlier health assessment section of
groundwater transport to the intake of a nearby community water system.
6-9
BS/02O4b
