• 0 ! ! <br /> DRAFT WORK PLAN <br /> AMERICAN FOREST PRODUCTS COMPANY <br /> STOCKTON, CALIFORNIA <br /> 1 0 SCOPE OF WORK <br /> The scope of work for this project is designed primarily to assess groundwater quality in the area of two <br /> former Underground Storage Tanks (UST) at the Former American Forest Products Company (AFPC) <br /> site, located in Stockton, California (Figure 1) This Work Plan has been prepared in response to an <br /> August 3, 1998 request to AFPC from the San Joaquin Public Health Services Environmental Health <br /> Division (PHS/EHD) A copy of PHS/EHD/s letter is attached in Appendix A <br /> The USTs were removed in 1988 Groundwater at the site has been monitored since the tanks were <br /> removed Monitoring is currently being conducted according to a Work Plan prepared by Dames & <br /> Moore, dated August 27, 1996 However, groundwater levels at the site have been risen, resulting in <br /> a situation where the well screens are below the water surface The existing sampling program is <br /> intended to test for the potential presence of Total Petroleum Hydrocarbons as Diesel (TPHD), which <br /> has a lower density than water and tends to float on the water surface Therefore, there is a possibility <br /> that the existing wells do not allow for an accurate assessment of TPHD in the groundwater <br /> Furthermore, the rising groundwater level creates a situation where water contact with TPH <br /> contaminated soil could possibly occur Because of these two factors, further investigation and <br /> documentation has been requested by the PHS This Work Plan is intended to address the PHS <br /> request The proposed scope of work for the project includes the following tasks <br /> • Installation of two (2) groundwater monitoring wells, <br /> • Four (4) quarterly sampling events at two (2) new monitoring wells for one year, <br /> • Analysis of groundwater samples for Total Petroleum Hydrocarbons as Diesel (TPHD), <br /> • Preparation of a letter report after each water sampling event, and <br /> • Preparation of a Summary Report following completion of four quarterly sampling events <br /> 20 WELL INSTALLATION METHODS AND PROCEDURES <br /> Presented in this section are the tasks associated with the installation of groundwater monitoring wells <br /> required for site assessment The purpose of the site assessment is to assess potential diesel impacts <br /> under current groundwater elevations and conditions, and assess groundwater depth and flow <br /> direction <br /> 2 1 Health And Safety Plan <br /> Upon the approval of this Work Plan, a site-specific Health and Safety plan (HSP) will be developed <br /> in compliance with the California Occupational Safety and Health Administration (Cal/OSHA) <br /> Hazardous Waste Operations and Emergency Response (HAZWOPER) standard (8 CCR 5192) The <br /> HSP will be prepared under the direction of a Certified Industrial Hygienist <br /> DAMES&MOORE <br />
