Chanter 1 PURPOSE <br /> report is intended to provide information and suggested procedures to be used in <br /> essing the complex issues of waste classification and cleanup level determination from <br /> a purely water quality based point of view Currently available procedures of State and <br /> Federal regulatory agencies are insufficient to protect all present and probable future - <br /> beneficial uses of waters of California from waste disposal and contaminated site cleanup/ <br /> nvtigation activities, as required by the Porter-Cologne Water Quality Control Act and <br /> policies and regulations of the State Water Resources Control Board. The procedures - <br /> presented herein are not intended to supersede the authority or procedures of other <br /> regulatory agencies in these areas,but should complement them in a manner consistent <br /> with beneficial use protection. The Department of Health Services, the Department of Fish <br /> &Game,and the Air Resources Board should also be consulted with respect to human <br /> health,fish and wildlife, and air quality impacts of waste disposal and site cleanup <br /> activities. Appropriate local agencies should also be contacted for concurrence with <br /> decisions made in these areas. <br /> Our knowledge of the environmental fate and impact of chemicals on the quality of our <br /> water resources is constantly evolving. The methodology presented in this report for <br /> defining the lower boundary of the 'designated waste' classification and 'how-clean-is- <br /> clean', from a water quality perspective,reflects our current level of understanding of these <br /> complex subjects and contains sufficient flexibility to permit modifications as our <br /> knowledge increases. The Designated Level Methodology will periodically be refined and <br /> tdated to account for the evolution of our understanding of environmental fate processes <br /> 1d the effects of chemicals on water quality. <br /> Page g Designated Level Methodology <br />
