Chapter 2 WASTE CLASSIFICATION <br /> Two State agencies share responsibility for the classification of wastes in California: 1) the • <br /> Department of Health Services and 2) the State Water Resources Control Board together <br /> with the nine Regional Water Quality Control Boards. These agencies classify wastes <br /> according to regulations contained in Title 22 of the California Code of Regulations (CCR), <br /> Division 4,Chapter 30, "Minimum Standards for Management of Hazardous and <br /> Extremely Hazardous Wastes" I and Title 23,CCR,Chapter 3,Subchapter 15, "Discharges <br /> of Waste to Land""respectively. Classifications used by DHS reflect that agency's <br /> mandate to protect public health, while classifications used by the Water Boards are <br /> designed to implement their mandate to protect present and probable future beneficial uses <br /> of water. Based on these two classification schemes,the State determines proper methods <br /> for disposal for each type of waste generated in California. Figure 1 summarizes the two <br /> waste classification schemes and the resulting selections of appropriate waste management <br /> # units for the classified wastes. <br /> Under the waste management regulations contained in Titles 22 and 23,'DHS determines <br /> whether a waste is 'restricted hazardous' or 'hazardous',while classification of a waste as <br /> 'designated', 'nonhazardous solid',or 'inert' is performed by the Water Boards.
