OBSERVATION: This business does not have an active hazardous waste ID number in the California Department of Toxic Substances Control (DTSC)database. REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of,transport or offer for transportation, hazardous waste without having received an Environmental Protection Agency(EPA) Identification (ID) Number.A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID numbers are unique to a business and site location. CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ to reactivate your State ID number. Immediately reactivate your ID number and submit evidence to the San Joaquin County Environmental Health Department within 30 days. This is a minor violation. 302 CCR 66262.34(d)(2) Failed to maintain required emergency equipment. OBSERVATION: The facility has equipment that needs to be maintained. In the front of the threading department there is one fire extinguisher that is pointing to'recharge." REGULATION GUIDANCE: All facilities shall be equipped with the following, unless it can be demonstrated to the Department that none of the hazards posed by waste handled at the facility could require a particular kind of equipment specified below: (a)an internal communications or alarm system capable of providing immediate emergency instruction (voice or signal)to facility personnel; (b)a device, such as a telephone (immediately available at the scene of operations)or a hand-held two-way radio, capable of summoning emergency assistance from local police departments,fire departments, or State or local emergency response teams; (c)portable fire extinguishers,fire control equipment(including special extinguishing equipment, such as that using foam, inert gas, or dry chemicals), spill control equipment, and decontamination equipment; and (d)water at adequate volume and pressure to supply water hose streams, or foam producing equipment, or automatic sprinklers, or water spray systems . CORRECTIVE ACTION: Immediately bring fire extinguisher into proper working order by repair, replacement, recharging, or testing. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department within 30 days. This is a minor violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by January 16, 2020. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
