SAN <br /> J D A � � I N Environmental Health Department <br /> � j ,"i 1 Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> DC IMPORT SERVICE INC 235 N MAIN ST, MANTECA September 16, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Oil was observed accumulating in the spill pallet and on the tops of the 55 gallon used oil drums in <br /> the hazardous waste storage area. According to Donny Darter, owner,the small spills of oil, coolant, and other <br /> automotive liquid wastes are cleaned up with shop rags.The shop floor is mopped up using a mop bucket and <br /> water and the dirty mop water is dumped into the alley behind the shop. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean out the spill pallet and clean the tops of the used oil drums and stop <br /> disposing of the dirty mop water in the alley. Manage the waste according to Title 22 California Code of Regulations <br /> for hazardous waste. Submit a statement and supporting documentation to the San Joaquin County Environmental <br /> Health Department describing the storage and final disposition of the cleaned up waste. <br /> This is a repeat violation, Class II. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: One 30 gallon <br /> drum containing paper filters was observed without a lid. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
