The <br /> following containers were observed: One 55 gallon drum of used paper filter with the accumulation start date <br /> 11/17/16.The most recent disposal record for paper filters was on 6/24/16.A 5 gallon bucket of metal shavings was <br /> observed with the accumulation start date 3/1/16 and no disposal records were available. Donny Darter stated the <br /> metal fines were last disposed of at a metal recycler after the last hazardous waste inspection on 1/29/16 but he did <br /> not retain a receipt or recall where it was taken. <br /> REGULATION GUIDANCE: Satellite accumulated waste shall not be stored on site for more than 180 days after the <br /> container was filled, or a total of one year,whichever comes first. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste in compliance with Title 22 California Code <br /> of Regulations. Provide a corrective action statement and a copy of the hazardous waste disposal record to the San <br /> Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: One 30 gallon yellow drum containing paper filters was observed without a label. Donny Darter, owner, <br /> explained the paper filters are collected in the smaller 30 gallon drum and then moved to the larger 55 gallon drum. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 16th, 2019 . <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
