PHS/EHD will invoice you <br /> directly for activities performed under the auspices of the Local UST Oversight <br /> Program. The goal of the site evaluation performed by PHS/EHD is to certify <br /> closures of underground tank leakage sites. Closure certification occurs only <br /> after mitigation activities are completed. <br /> PHS/EHD has reviewed the Kennedy/Jenks/Chilton's "Preliminary Site Investigation <br /> Report Cal-Farm Supply, Stockton Facility" dated July 14, 1989 and the June 1991 <br /> report "Phase II Site Investigation and Site Closure Report", relative to the <br /> underground storage tank removal of April 19, 1990, and has the following <br /> comments. <br /> At the time the tank was removed under oversight from PHS/EHD, the tank closure <br /> plan did not indicate gasoline as a product of storage. During the laboratory <br /> analyses of the soil and groundwater samples, detections of Total Petroleum <br /> Hydrocarbons, Gasoline (TPH-G) have been documented. Therefore, it will be <br /> necessary to evaluate the tank closure for the presence or absence of tetra ethyl <br /> lead, a common additive in gasoline. <br /> Current groundwater data is needed to adequately determine site specific <br /> conditions. All five monitoring wells shall be included in the quarterly <br /> monitoring event for the purpose of verifying gradient and overall water quality <br /> data. Monitoring well 5 was not surveyed at the time the June 1991 report was <br /> completed. This well must be included in the calculation of gradient as it is <br /> located in the downgradient position from the original tank. <br /> The required analyses shall be: EPA 602 (BTEX) , TPH-G, Total Petroleum <br /> Hydrocarbons, Diesel (TPH-D) , and Soluble Lead. However, laboratory analyses can <br /> be limited to monitoring wells 1 and 5. <br /> The presence of toluene has been detected during the construction of the <br /> monitoring wells throughout the site between the depths of 10 - 15 feet below <br /> grade. Although the State of California Department of Health Services has not <br /> established a maximum contaminant level (MCL) for toluene, the Central Valley <br /> Regional Water Quality Control Board (CVRWQCB) evaluates both health effects and <br /> palatability relative to the assessment of beneficial use protection. This <br /> presence of toluene was not addressed during the overview performed by CVRWQCBIs <br /> Agricultural Regulatory Unit. Toluene is a common constituent of many compounds <br /> used in industrial applications as well as a constituent found in gasoline and <br /> diesel.
