Kennedy/Jenks/Chilton <br /> I <br /> SECTION 6 <br /> I <br /> ' CONCLUSIONS <br /> Based on our investigation and observation of the remedial activities <br /> conducted at the Cal -Farm Supply Stockton facility, the following <br /> conclusions are provided- <br /> Soil containing pesticide (DDT, DDD, and DDE) concentrations <br /> exceeding the health-based cleanup level developed for this <br /> facility has been removed and properly disposed. The <br /> ' excavated areas (Areas 1, 2, 3 and 4) were filled with <br /> approximately 6-inches of clean material , further reducing <br /> potential exposure to underlying soil . <br /> ' Subsurface soil containing pesticides (DDT, DDD, and DDE) <br /> above the Total Threshold Limit Concentration (TTLC) (1,000 <br /> ug/Kg) as set forth 7n Title 22 of the California Code of <br /> ' Regulations are still present at the facility According to <br /> Tule 22, the pesticides remaining in soil are not regulated <br /> as a hazardous waste if left in place because the soil is not <br /> ' a waste. If the soil is excavated, however, 1t becomes a <br /> waste which must be disposed. Because the pesticide <br /> concentrations exceed the TTLC for DDT, DDD, and DDE, <br /> excavated soil must be managed as a hazardous waste <br /> The Human Health Assessment presented in Appendix B confirms <br /> that the concentrations of pesticides remaining in subsurface <br /> soil at the facility do not pose a health-risk (one-in-a- <br /> million cancer risk) . <br /> ' Pesticides stored at the site have been removed and properly <br /> disposed. <br /> ' The storage traders have been removed and the trailer that <br /> was stained was disposed at a Class I landfill . <br /> Environmental issues were not identified on the undeveloped <br /> ' adjacent acreage <br /> The underground storage tank was properly removed and <br /> ' disposed. Based on visual observations and the analytical <br /> results of the soil samples collected during the tank removal , <br /> the tank does not appear to have leaked <br /> • Benzene was only detected in well MW-1 Benzene was not <br /> detected in the well installed downgradlent of well MW-1. <br /> Therefore, benzene appears to be localized and the site does <br /> not appear to be a source of chemicals to groundwater. <br /> WPI13 6 1 882526.01 <br />
