GEFE� <br /> • GENESIS ENGINEERING&REDEVELOPMENT <br /> 1.0 INTRODUCTION <br /> This Quality Assurance Project Plan ("QAPP") has been developed for the Work Plan to <br /> Establish Background Concentrations in Soil and Groundwater("Work Plan") at the <br /> William DePaoli Property located in Holt, California("Site"). Genesis Engineering& <br /> Redevelopment, Inc. ("GE&R")will implement this QAPP in conjunction with the Work <br /> Plan and Sampling and Analysis Plan("SAP"). The Work Plan contains a summary of the <br /> work to be performed to establish background concentrations; and the SAP contains a <br /> description of the field procedures and sampling protocols to be used in implementing the <br /> Work Plan. <br /> This QAPP outlines the policy, organization,and functional activities for the corporate <br /> Quality Control ("QC")and Quality Assurance ("QA")programs that have been instituted to <br /> ensure that field data are collected according to approved procedures,to detect deficiencies <br /> that may affect data quality and usability, and to provide corrective actions when appropriate. <br /> The corporate QC procedures were developed to ensure the orderly and reliable collection of <br /> reproducible field data;the orderly and consistent analyses of field data; the orderly <br /> • development of conclusions, future actions, and costs based on the data analyses; and the <br /> review and input of Senior Staff at appropriate steps in the development of a project. The <br /> corporate QA procedures were developed to create an independent system to test,verify, and <br /> document that the corporate QC procedures are being followed and a system to document <br /> and cure deviations from acceptable QC procedures. <br /> 2.0 PROJECT ORGANIZATION AND RESPONSIBILITIES <br /> This Section contains the organizational structure, levels of authority, and lines of <br /> communication for QA/QC activities. GE&R's organization of the Project includes the <br /> following key positions: Project Principal,Project Manager, Technical Coordinator, Field <br /> Team Leader, Corporate Health and Safety Officer(CHSO),and QA Manager. The selected <br /> laboratory will designate a Laboratory QC Manager to be approved by the Project Manager. <br /> The roles and responsibilities for these individuals are presented below. <br /> 2.1 Project Principal <br /> The Project Principal is responsible for the overall success of the Project's objective and <br /> ensures that needs of the Client are met. The Project Principal will communicate regularly <br /> with the Project Manager and the Client and will provide status reports to the Executive <br /> Management Team as needed.
