Platek, P.E. <br /> Director of EHS, LESCO, Inc. <br /> 1301 East 9th Street, Suite 1300 <br /> Cleveland OH 44114-1849 <br /> REQUEST FOR WORKPLAN, LESCO,INC., 2829 WEST WASHING TON STREET, <br /> STOCKTON, SAN JOA QUIN COUNTY <br /> LESCO, Inc., owns a fertilizer manufacturing business on land it leases from the Port of Stockton <br /> at 2829 West Washington Street. LESCO intends to sell the business and in January 2005 <br /> conducted a Phase II investigation to assess the environmental conditions of the property prior to <br /> a sale. In its 23 May 2005 letter and Memorandum of Agreement application, LESCO requested <br /> that the Regional Water Quality Control Board (Regional Board)provide technical oversight into <br /> the site investigation. <br /> Regional Board staff reviewed the February 2005 Phase II Environmental Site Assessment <br /> prepared by ERM that shows that a significant source of ammonium is present in soil, and that <br /> groundwater adjacent to the above ground tanks contains significant quantities of ammonium, <br /> sulfate, chloride, 2-methyl-4-chloro phenoxy acetic acid (MCPA), and 2-(4-chloro-2-methyl <br /> phenoxy phenoic acid(MCPP). The presence of these pollutants warrants further investigation. <br /> Please provide a work plan to determine the extent of pollutants in soil and groundwater and <br /> document the hydrogeological properties at this site. The work plan should be prepared in <br /> accordance with the attached Items to be Included in a Site Assessment Work Plan. Many of the <br /> items listed in the Site History section were provided in the Phase II Environmental Site <br /> Assessment, and do not need to be repeated in the work plan. <br /> As we discussed in our 30 August 2005 telephone conversation, monitoring wells are an integral <br /> component of a groundwater investigation, since they provide repeatable groundwater quality <br /> data, groundwater gradient magnitude and seasonal changes in elevation and gradient direction. <br /> LESCO may, however,conduct the investigation in a phased approach, obtaining pollutant <br /> distribution information through soil and grab groundwater sampling and developing a <br /> monitoring well network based on the information obtained. <br /> Since the 2829 West Washington Street facility is surrounded by other large manufacturing and <br /> distribution facilities,the work plan should include a site map that identifies the uses of the <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
