Wilson Way <br /> i Stockton, CA., 95205 <br /> ' San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD), has <br /> ' reviewed the"Status Report"dated January 7, 1998 as prepared by Thrifty Oil Company (TOC) <br /> 4 for the onsite groundwater sampling event held on November 12 & 13;1,1997 for the above <br /> referenced site and has the following comments. <br /> �.# it <br /> The last monitoring report for this site was received by PHS-EHD on November 7, 1996 and.was <br /> for.the sampling event held on May 14, 1996(Spring). A bi-annual report was required for the Fall <br /> 1996, the Spring of 1997, and the Fall of 1997. PHS-EHD has not received any of these reports <br /> to date. l ' <br /> PHS-EHD hereby directs that bi-annual sampling stop and that quarterly monitoring start <br />+ with the second(2"d)quarter 1998(April, May,and June) and continue until modified in <br /> writing by PHS-EHD. All wells, including vapor wells with groundwater in the casing, are to have <br /> groundwater samples collected from them and the samples analyzed every quarter by EPA <br /> Methods 8015m, 8020, and 8260. The results should be reported ug/1!p parts per billion (ppb). <br /> TPH-Gasoline detection limits should be 50 ug/l. The detection limits for BTEX should be 0.5 ug/1. <br /> MTBE should be reported at detection limits of no greater than 5.0 ug/1! If detection limits are <br /> above these levels, it will be interpreted that the contaminant level is the same as the detection <br /> ' limit. <br /> .'1 <br /> Please adjust your sampling schedule so that there is adequate time to sample the wells, <br /> complete the laboratory analyses, and have the report to PWS-EHD before the next quarterly <br /> sampling event. Please continue to notify Michael Infuma, Senior REH,S, of all field events and <br /> request appointments with at least forty-eight(48)working hours notice`. <br /> As noticed at the last field inspection, and again on February 11411998,..the grout within many <br /> traffic boxes has dropped well below the level that protects the casings-.and will need to be <br /> replaced immediately. Monitoring well#4 has a broken casing tnp making it impossible to <br /> accurately measure the depth to water. Many traffic boxes hav 'waterj'in them with a petroleum <br /> sheen and there are vertical stains inside the casing. PNS-EHD'hereby directs you to take <br /> immediate action by repairing all wells and re-grouting eve Y, well il,up into the traffic box <br /> i Also, ensure that every well casing has a locking watertight,cap. '? <br /> ,k <br /> Status reports received at PHS-EHD continue to contain much old data included in previous <br /> reports.
