Thrifty Oil #171 page 2
1250 N. Wilson Way, Stockton.
All quarterly monitoring reports are to contain a "recommendation and conclusion"
section that clearly describes the site status now and plans for the immediate future. Sites
that do not have the full lateral and vertical soil and groundwater plumes clearly defined
shall take steps to propose further work to gather the data needed to completely assess
the site.
In previous phone conversations, PHS-EHD understood that both this site and TOC Station #172
would be going into the remediation phase soon. In order to avoid any misunderstandings in the
future, PHS-EHD will require a complete schedule for these two sites that clearly shows dates
TOC will submit the required cost-effective remediation studies or the dates these accepted
methods will be implemented. The schedules for each site or the cost-effective study shail
be submitted to PHS-EHD by March 30, 1998.
High levels of petroleum hydrocarbons were detected in monitoring well "TB-1"on November 13,
1997. The groundwater gradient in this well's area was southwesterly (away)from this well
towards the center of the site. Either the groundwater gradient direction at this site is represented
incorrectly or there may be another source of petroleum contamination in this area. Please verify
that the depth to water measurements are valid and are taken from a consistent point on each
casing. PHS-EHD recommends a new survey be conducted to ensure that the top of casing
elevations are true and clearly marked with the measuring point. The results of the survey should
be included in the next quarterly report.
Recently this site has received a"Letter of Claim Acceptance"from the State Water Resources
Control Board (SWRCB), Clean Up Fund (CUF). In order to become eligible or remain eligible to
receive reimbursement from the CUF, sites must be in compliance with directives issued by PHS-
EHD. Please take this time to evaluate your position on this site. PHS-EHD highly recommends
you take immediate steps to bring this site into compliance and complete all of the required
investigative steps so the site may be evaluated for the most cost-effective method of
remediation.
Please direct you correspondence to our new address noted on this letterhead and you may
contact Michaei Infurna at (209) 488-3454 if you have any questions.
Donna Heran, REHS, Director
Environmental Health Division
j G
Michael J.
