Box 388 • Stockton, CA 95201-0388 Q6 <br /> 209/468-3420 <br /> PETER D'AMICO HAROLD FODY <br /> THRIFTY OIL COMPANY PREMIER PETROLEUM <br /> 10000 LAKEWOOD BOULEVARD 428 MONTGOMERY PLACE <br /> DOWNEY CA 90240-4082 ORANGE CA 92666 <br /> DE C 0 199 <br /> RE : THRIFTY OIL COMPANY STATION #171 SITE CODE : 1299 <br /> 1250 NORTH WILSON WAY <br /> STOCKTON CA TRANSMITTED VIA <br /> TELEFAX AND MAIL <br /> This letter is being sent to inform you and to document the <br /> compliance status at the above noted site . <br /> As the fees associated with the permit to install the new tank <br /> system at the site have not been paid, the permit you received to <br /> install the new tank system at this site is now null and void. <br /> Until such a time that the fees are paid in full, PHS/EHD will <br /> not provide inspections to verify tank system compliance nor will <br /> an operating permit be issued for this site . <br /> Please be advised that should the lack of progress in the <br /> completion of the new tank system at this site delay site <br /> assessment and cleanup with regard to the contamination at the <br /> site, a new time schedule for assessment and cleanup will be <br /> established regardless of the status of the new tank system. <br /> In a letter to you dated November 4 , 1994 , PHS/EHD requested the <br /> submittal of a workplan addendum within 30 days from the date of <br /> the letter. PHS/EHD has not yet received this workplan addendum. <br /> This submittal will be past due on December 5, 1994 . <br /> All the dispenser islands at the site showed visual and olfactory <br /> evidence of contamination. PHS/EHD is aware that the eastern <br /> dispenser island was excavated further. However, this was done <br /> on a weekend and without PHS/EHD oversight . All of the dispenser <br /> islands must be assessed with soil borings to determine the full <br /> extent of the contamination. This work shall be completed under <br /> the direction of a qualified, professional individual . <br /> Moreover, the western dispenser island showed significant <br /> evidence of contamination. In fact, the northern area of this <br /> dispenser island consisted of extremely discolored and odorous <br /> sandy backfill material .
