THRIFTY OIL CO .
March 29, 1999 0.9290
4,141
Mr. Michael J. Infurna Jr.,
Senior REHS
San Joaquin County Public Health Services - "PHS-EHD"
Site Mitigation Unit IV I LOP
304 E. Weber St., fifth floor
Stockton, California 95202
Subject: Summary of site inspection held on March 17, 1999
RE: Thrifty Oil Co. Station#171
1250 N. Wilson Way
Stockton, California
Mr. Infurna:
This letter is to confirm the items discussed during your site inspection and meeting with Mr. Jeff
Suryakusuma of our office at the above-referenced site on March 17, 1999. Previously on March
2, 1999,you sent us a fax identifying several unknown 24-inch diameter traffic boxes onsite that are
concern items in regards to adequate sealing against surface water (or other liquid) infiltration.
During the March 17, 1999, Mr. Suryakusuma and yourself identified these six traffic boxes and
concluded that the existing map that was used does not depict the correct locations of the wells
and/or well boxes onsite. Upon individual inspections of the six traffic boxes (numbered#1 through
46 in your fax dated 03102199) and other wells, the following are concluded:
1. Box #1 appeared to be a conductor casing with evidence of soil boring (most likely TDD-5).
Since the boring's backfill has subsided several feet, it was agreed that this box will be
abandoned by taking about one foot of the top materials, backfill a few inches with gravel, then
capping it with concrete, flush to the surrounding concrete. Since this box is installed within the
UST slab,it is agreed that the wellbox ring can be left in place to protect the integrity of the slab.
2. Box #2 is a 12" diameter PVC SCH 40 conductor casing. It is agreed that the annular space
between the conductor casing and the box's skirt will be capped with cement/concrete to prevent
surface liquid infiltration. Also, the conductor casing will be capped/plugged 1 sealed against
liquid entering the casing.
3. Box #3 is apparently used for boring TB-5. This box is to be backfilled and resurfaced with
concrete to flush with the surrounding concrete. Since this box is installed within the dispenser
island's slab, it is agreed that the wellbox ring can be left in place.
4. Box#4 is an empty well box with only a 2" lateral piping for future extraction well for the soil
remediation system on the side of the well box. It is agreed that this future pipe will be extended
IF13539 E.Foster Rd., Santa Fe Springs,CA 90670-0138 9(562)923-9876
