Employee training records for the management of hazardous waste were incomplete. Item 2 listed below was not observed during the inspection. Employee training records shall include: 1. the job title for each position at the facility related to hazardous waste management, and the name of each employee filling each job; 2. written job description for each position listed above; 3. written description of the type and amount of both introductory and continuing training that will be given to each person filing positions listed above; 4. records that document that the training has been given to and completed by facility personnel. Training records on current employees shall be kept until closure of the facility. Training records on former employees shall be kept for at least three years from the date the employee last worked at the facility. Ensure that employee training is properly documented and submit the missing records to the EHD. This is a Class II violation. 119 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. Copies of hazardous waste disposal records for 2018 and 2017 were not found on site for used oil. According to Matt Joseph, Safety Manager,there was used oil picked up in those two years. Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit the missing copies listed above to the EHD. This is a repeat violation, Class II. 501 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. The 250 used oil tank was missing the accumulation start date. All hazardous waste tanks shall be marked with the words"Hazardous Waste"and the accumulation start date. Immediately ensure that all hazardous waste tanks are marked with the required information. This was corrected on site. This is a repeat violation, Class II. 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. Facility does not have a tank assessment for the 250 gallon used oil tank. The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably designed. Immediately have an assessment prepared for the 250 gallon used oil tank. Submit a schedule showing when this will be accomplished and submit the final assessment when it has been completed to the EHD. This is a Class I violation.
