Item 2 listed below was not <br /> observed during the inspection. Employee training records shall include: <br /> 1. the job title for each position at the facility related to hazardous waste management, and the name of each <br /> employee filling each job; <br /> 2. written job description for each position listed above; <br /> 3. written description of the type and amount of both introductory and continuing training that will be given to <br /> each person filing positions listed above; <br /> 4. records that document that the training has been given to and completed by facility personnel. <br /> Training records on current employees shall be kept until closure of the facility. Training records on former <br /> employees shall be kept for at least three years from the date the employee last worked at the facility. Ensure that <br /> employee training is properly documented and submit the missing records to the EHD. <br /> This is a Class II violation. <br /> 119 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> Copies of hazardous waste disposal records for 2018 and 2017 were not found on site for used oil. According to <br /> Matt Joseph, Safety Manager,there was used oil picked up in those two years. Hazardous waste generators shall <br /> retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting <br /> procedure on site for three years and have them readily available for review. Immediately locate a copy of all <br /> manifests and receipts for the last three years, maintain them on site, and submit the missing copies listed above to <br /> the EHD. <br /> This is a repeat violation, Class II. <br /> 501 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br /> The 250 used oil tank was missing the accumulation start date. All hazardous waste tanks shall be marked with the <br /> words"Hazardous Waste"and the accumulation start date. Immediately ensure that all hazardous waste tanks are <br /> marked with the required information. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. <br /> Facility does not have a tank assessment for the 250 gallon used oil tank. The owner or operator of a hazardous <br /> waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional <br /> engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable for the <br /> transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably <br /> designed. Immediately have an assessment prepared for the 250 gallon used oil tank.
