HAZARDOUS WASTE PRO 4 INSPECTION REPORT <br />Date October 2, 2012 <br />From <br />International Paper <br />3550 Bozzano Road <br />Stockton, California 95215 <br />(209)513-9812 <br />Location Stockton Container Plant <br />OCT 0 4 NIZ <br />PEViWOSERVICES <br />subject Hazardous Waste Program Inspection Report — Corrective Actions. <br />To San Joaquin County Environmental Health Department <br />1868 East Hazelton Avenue <br />Stockton, California 95205-6232 <br />(209)468-3240 <br />The Stockton Container Facility in response to the Minor Violations, Notice to <br />Comply that had been issued to the facility has completed the following corrective <br />actions. <br />The corrective action for #108 is as follows. Working with the correspondence <br />with Richard Casagrande who is an instructor at the California Compliance School who <br />taught Hazardous Waste Generator Training and also BSK Labs and finally Phil <br />Fremouw of Fremouw Environmental Services we have determined that a Sieve Analysis <br />for Size Determination can be done. Fremouw Environmental Services has retrieved <br />samples (see Service Order 16500) and has sent them to Cooper Labs for a Sieve <br />Analysis for Size Determination. As another precaution to the possibility of Hazardous <br />Waste the Stockton Facility is doing the following procedure for handling scrap metal, <br />metal grindings, metal powders and other metal debris. The metal waste will be <br />vacuumed after the completion of a job. Compressed air will not be used. Once <br />vacuumed the metal debris will be placed in the Non-RCRA Hazardous Waste Drum for <br />disposal by a Certified Waste Hauler for proper disposal and recycling. <br />The corrective action for #605 & #701 is as follows. The Stockton Container <br />Facility has hired the services of Fremouw Environmental Services to come in and <br />completely remove all Hazardous and Universal Waste from the facility (see Service <br />Order 16381, 16382, Document 09211242 & the US Ecology Document). Fremouw <br />Environmental Services has also completed a full walk through of the facility to <br />determine all Hazardous and Universal Waste Streams to determine how each will be <br />handled. Fremouw Environmental Services has also discussed with Adam Mason on how <br />to manage the Waste Streams. In the discussion with Adam the importance of the <br />Accumulation Start Date, Proper Labeling and Signage and Good Housekeeping of the <br />
