materials, acid suits, encapsulating hazardous materials suits, self-contained breathing apparatus, <br />test kits, decontamination showers, and hazardous materials reference information. <br />The vehicle is maintained on a regular basis to ensure that it is operational at all times. The Fleet <br />Management maintenance crew performs preventative maintenance checks according to the <br />recommended factory schedule. <br />11.0 EVACUATION PLAN <br />The evacuation plan for Site 300 has been established to ensure safe and rapid evacuation or <br />relocation of employees to safe areas during an emergency. The plan is updated and revised as <br />necessary to ensure that a viable plan of action is maintained. An evacuation drill is held at least <br />annually. In the event that a hazardous waste management area requires evacuation, all personnel <br />in the area are evacuated safely and re -assembled at designated, safe areas assigned to that work <br />area. Employees are trained to assemble in these areas. <br />11.1 Notification <br />The Facility Manager, Representative, Senior Fire Officer, IC, Site 300 Manager or their <br />designated alternates can order evacuation of a building and adjacent area if, in their judgment, a <br />hazard or potential hazard exists. The EWSF and EWTF personnel follow the Self help Plan <br />procedures during an emergency. <br />Emergency evacuation notification of any Facility at Site 300 is made on the LLNL site <br />-wide <br />emergency paging system, through radio dispatch announcements, and/or through verbal <br />instructions from the Facility Manager, Representative, or Facility personnel. Alternate methods <br />of communication include telephone, radio announcements, or verbal directions by the person in <br />charge. Individual discretion is used if it appears that evacuating the building would increase <br />injury potential. In that case, a sheltered location, such as a control room, is sought. <br />11.2 Evacuation Routes <br />11.2.1 Hazardous Waste Management Facilities <br />Designated evacuation routes and alternate routes are posted in the Facilities. Evacuation maps <br />for Site 300 Facilities are shown in Appendices I-1 (page I-1-10), I-2 (page I -2-I 1), I-3 (page I- <br />3-19) and I4 (page I-4-10). <br />11.2.2 Evacation From LLNL Site 300 <br />An event requiring evacuation could be caused by an onsite or offsite emergency, such as an <br />earthquake, fire, explosion, or major toxic material release. The LEDO or Site 300 Manager is <br />authorized to implement area or site -wide evacuation procedures if deemed necessary after <br />receiving a situational assessment from the IC. The Fire Department Chief, as IC, controls the <br />onsite emergency; and the Protective Force controls personnel. <br />If a major emergency requires the evacuation of personnel from all or part <br />of Site 300, the <br />Protective Force Division, under the direction of the IC, implements actions to control <br />evacuating personnel, protect the onsite emergency scene, and coordinate activities with outside <br />police organizations. Coordination with outside law enforcement agencies is also necessary so <br />that traffic exiting Site 300 is allowed to flow in an orderly fashion away from the threat and into <br />the outlying community. <br />LLNL Site 300 Contingency Plan 28 January 2019 <br />
