Corral Hollow Road is the only offsite evacuation route for Site 300.Once vehicles exit Site 300, <br />N <br />ounty and state authorities coordinate the traffic. Evacuation to either the east or the west on the <br />road will be based on cloud path or potential cloud path patterns. ARAC meteorological support <br />personnel will be available to provide assistance upon request. <br />11.2.3 Evacuation of Offsite Locations <br />Should there be an imminent or actual release, the IC or his designate immediately determines <br />the character, exact source, amount, and extent of any released materials through observation, <br />review of records, questioning of employees working in the area, use of available test equipment, <br />and information gathered by the site Incident Command Team. The IC or designee concurrently <br />assesses possible hazards to human health or the environment that may result from the release. <br />The assessment includes both direct and indirect effects of the release (e.g., fire; explosion; the <br />effects of any toxic, irritating, or asphyxiating gases that are generated; or the effects of any <br />hazardous surface runoff from water or chemical agents used to control fire. and heat -induced <br />explosions). <br />If assessment reveals an indication that evacuation of local areas is advisable, the Fire <br />Department Duty Chief immediately notifies local authorities via the Fire Division's PC-based, <br />automatic communicator system. The IC and/or Duty Chief, Site 300 Manager, and the technical <br />staff will provide information, such as ARAC data, to assist appropriate officials in evacuation <br />decisions. In every situation, the IC, Duty Chief, or designate will immediately notify the State <br />Office of Emergency Services. <br />11.3 Evacuation Procedures for Facility Personnel <br />Evacuation procedures for the general Facility staff, the Facility Manager or Representative (or <br />alternate), and the Assembly Point Leader are outlined in the sections below. <br />11.3.1 Facility Manager, Representative, or Alternate <br />The Facility Manager, Representative, or alternate follows these steps in a large-scale emergency <br />(that requires evacuation): <br />• Remain in the general work area until it is safe to leave. <br />• Notify personnel of the evacuation order. <br />• Act as Sweep Team Leader; help the Assembly Point Leader organize a sweep team. <br />• Conduct a rapid sweep of the Facility to locate unaccounted for personnel who may be <br />injured, provide assistance as needed, and observe the general condition of the Facility. <br />• Ensure that all personnel have left their respective operational areas. <br />• Go to the Emergency Assembly Point, await instructions from the Site 300 Department <br />Operations Center. In the interim, follow the Assembly Point Leader's instructions. <br />11.3.2 Assembly Point Leader <br />Assembly Point Leaders provide local command and control of an <br />emergency situation during <br />periods when emergency response forces are unable to provide assistance.
