I4.2.3.3 Records of Waste Treated at the OD Unit <br />The EWTF Facility Manager or designee maintains records of waste residues stored at the <br />EWTF and provides this information to the incident Commander (IC) and Deputy Emergency <br />Manager, as requested. The information provided by waste records includes identification of <br />wastes involved, quantities, and Facility status. Table I-14 describes the waste streams that are <br />treated at the EWTF. <br />I-1.3 RESPONSIBILITIES <br />This Contingency Plan utilizes the Incident Command System to coordinate activities of <br />personnel during an emergency at Site 300. Section 4 of this Plan describes the individual <br />responsibilities during an emergency at Site 300. This Section presents the responsibilities of <br />EWTF support personnel during an emergency. <br />For incidenkal releases and minor, first-aid injuries at the EWTF, the Facility Manager or his <br />designated alternate, manages the incident. The names and the phone numbers of these <br />individuals are listed in Table I4-2. If additional support is needed during a minor incident, the <br />Facility Representative will contact the Environmental, Safety & Health (ES&H) Support Team <br />members, if necessary. <br />For most other non -security emergencies, the first or senior Fire Department Officer dispatched <br />to, or present at the scene becomes the IC until relieved by a Chief Officer. <br />Table I-1-1 EWTF Waste Streams <br />Form 1 <br />Waste Form 1 consists of waste explosives that, because of configuration ar composition, are <br />best treated by open detonation, Examples are explosive assemblies or devices that may <br />detonate during open burning. <br />Form 2 <br />Waste Form 2 consists of waste explosives that, because of configuration or composition, are <br />best treated by open burning in the open burning pan. Examples are explosive parts and pieces <br />that are generated during explosives formulation, processing, or testing, or that are being <br />removed from inventory. <br />Form 3 <br />Waste Form 3 consists of waste explosives that, because of their configuration or composition, <br />are best treated by open burning in the thermal treatment unit (burn cage). Examples are wet <br />machine fines generated during explosives processing; wet, explosives -contaminated sludge <br />from weirs and settling basins; and wet, expendable filters from the re -cycle system. <br />Form 4 <br />Waste Form 4 consists of waste material contaminated with energetic materials that are best <br />treated by open burning in the thermal treatment unit (burn cage). Examples are paper; rags; <br />plastic tubing; dry, expendable filters from vacuum systems; and PPE used in explosives <br />operations.
