The explosives -waste containers are selected to protect the explosive wastes from external <br />stimuli, contamination, and spilling during handling, transportation, and storage. The containers <br />are constructed of nonabsorbent materials compatible with the explosive contents. <br />Poly bags are used as primary containers for holding explosives -contaminated debris placed in <br />drums and for holding explosive filtration systems waste placed in tote boxes. No special <br />coatings are required for containers used for explosive waste. <br />I-2.3 RESPONSIBILITIES <br />This Contingency Plan utilizes the Incident Command System to coordinate activities of <br />personnel during an emergency at Site 300. Section 4 of this Plan describes the individual <br />responsibilities during an emergency at Site 300. This Section presents the responsibilities of <br />EWSF support personnel during an emergency. <br />For incidental releases and minor, first-aid injuries at the EWSF, the EWSF Facility Manager or <br />designated alternate, manages the incident. These individuals and their phone numbers are listed <br />in Table I-2-3. If additional support is needed during a minor incident, the Facility <br />Representative will contact the Environmental, Safety & Health (ES&H) Support Team <br />members, if necessary. <br />For most other non -security emergencies, the first or senior Fire Department Officer dispatched <br />to, or present at the scene becomes the IC until relieved by a Chief Officer. <br />Table I-2-3 List of EWSF Emergency Contacts <br />I-2.4 EMERGENCY EQUIPMENT <br />As descri <br />bed in Section 10 of this Plan, several categories of emergency response equipment are <br />available at Site 300.
