I)EAkTHCON'
2.3 Piping
Waste antifreeze and used oil from salvaged vehicles are gravity drained into their associated tanks
located in the aboveground secondary containments, as previously described. Because of the
nature of the operation, the drain racks are configured with drain pans attached to articulated arms
for positioning as needed to receive used oil and waste antifreeze as they are drained from the
vehicles. This necessitates the use of flexible piping at the joints of the articulated arms. The
remaining piping on the arms is made of steel. The drain rack piping directs the fluids to polyvinyl
chloride (PVC) piping that extends from the drain racks to the storage tanks within the secondary
containments. The concrete floor provides secondary containment for the piping; however, the floor
does not appear to have been constructed to drain inward. Significant spills from piping near the
perimeter of the concrete have the potential to flow out of the drain building to the adjacent swales.
The drains located in the swales are protected by oil absorbing booms and solid covers in high
traffic areas. The Swale drains are connected to the Site's storm water pond by subsurface piping.
Gasoline from salvaged vehicles is initially gravity drained from the vehicle to the sump tank to
where it is evaluated and segregated into waste gasoline or recyclable gasoline based on color.
Waste gasoline is gravity drained from the sump tank and transferred to 55-gallon drums stored on
containment pallets. The concrete floor within the drain building provides secondary containment for
piping indoors and the concrete floor and berm provide secondary containment for the piping
outdoors. Waste diesel, if identified, is also stored in drums, similar to the waste gasoline.
Details of tank piping are provided in Table 2. Example pictures of the drain racks and associated
piping are provided in Appendix A.
Hazardous Waste Tank Assessment Stockton,CA
Schnitzer Steel—Pick-n-Pull 4 Project No.04.20160002
