D88: Economic effects of a project are not treated as significant effects on the environment under <br /> CEQA (CEQA Guidelines 15131). <br /> D89: Opinion noted. <br /> D90: The EIR biologist concurs with these comments. Furthermore,the attempt to construct another <br /> North Tracy Lake offsite as a mitigation for the deepening of the existing one is not viable for <br /> the very reasons stated by the commenter. <br /> D91: The DEIR was available for review in February 1992 and comments were accepted at that time. <br /> It is not necessary to recirculate the entire document when providing additional information. <br /> D92: The study did not state that conditions were now normal again, but this was the first "near <br /> normal" winter rain period in six years. <br /> D93- <br /> D94: See CDFG response B6. <br /> D95: Comments noted. 1992 was a California tiger salamander breeding year, and no larva were <br /> detected on the site. <br /> D96: John Brode, Department of Fish and Game, approved the cover board placement technique for <br /> this and one other site near Galt in spring 1992. <br /> D97: Since no Swainson's hawks were seen foraging on the site, the effect on the Dry Creek <br /> population on the grassland portion of this property would appear minimal. Refer to Volume II, Chapter 7. <br /> D98: Fly overs of a site, such as the Cooper's hawk reported in this study,are not normally considered <br /> as using a site when compared to a species that forages on a site. Thus, four species which were <br /> seen foraging were addressed, and the mitigation measures proposed for the grassland areas <br /> would greatly benefit all of these species. <br /> D99: The EIR consultants never proposed deepening the lake systems. <br /> 13100: Commenter should refer to Chapter 7 for a list of EIR preparers. <br /> 13101: These comments relate to the project and not to the adequacy of the EIR, thus no further <br /> response is required. <br /> D 102: The consulting archaeologists acknowledges that direct impacts have occurred to some of the <br /> cultural resources identified,in the distant past and more recently. As to additional impacts due <br /> to further development, the consultant recommends the mitigating measures stated in the <br /> Supplemental Report (pp. 34-37),to protect the cultural resources for future generations. <br /> VI-163 <br />
