4;2 TRAFFIC AND CIRCULATION <br /> ENVIRONMENTAL SETTING <br /> Introduction <br /> This section discusses the potential traffic impacts at six key intersections in the vicinity of the project <br /> site during the AM and PM peak hours. The number of vehicle trips generated by the project and their <br /> impact on existing traffic conditions were evaluated,as well as the potential impacts resulting from truck <br /> traffic generated in the excavation of soil from the property to an off-site fill location. <br /> Cumulative traffic impacts occurring from build-out of other potential development in the study area also <br /> were analyzed. Where significant impacts were identified on the street network from the proposed <br /> project or with cumulative development,mitigation measures were developed to minimize such impacts. <br /> Existing Traffic Conditions <br /> Roadways that provide regional and local access to the proposed project area include Interstate Highway <br /> 5, State Route 99, State Route 12, Peltier Road, Lower Sacramento Road, Forest Lake Road, Turner <br /> Road and Davis Road. <br /> Street Network <br /> Interstate Highway 5 (I-5) is a north-south freeway extending the length of California and through the <br /> states of Oregon and Washington. It bypasses the proposed project site approximately four m,.-es to the <br /> west where it is a four-lane divided highway north of State Route 12 and a six-lane divided highway south <br /> of State Route 12. Interchanges connect I-5 to surface streets at State Route 12,Turner Road, and Peltier <br /> Road. The majority of the proposed project's traffic accessing I-5 would do so via the Peltier Road <br /> interchange. <br /> State Route 99 (SR-99)through the Central Valley is a north-south freeway which serves traffic within <br /> the County as well as through-vehicles from throughout the state. SR-99 is located approximately four <br /> miles east of the project site and interchanges at Liberty Road, Co Tier Road, and Peltier Road provide <br /> indirect access to the project site. <br /> State Route 12 (SR-12)is the primary east-west highway nearest to the proposed project site. Located <br /> approximately seven miles to the south, it extends through Solano, San Joaquin and Calaveras Counties. <br /> 4.2-1 <br />
