4.2 TRAFFIC AND CIRCULATION <br /> West of the project vicinity, it is a two-lane highway and to the east SR-12 widens and has traffic signal , <br /> controls at intersections through the City of Lodi. <br /> Lower Sacramento Road is a two-lane arterial oriented in a north-south direction. Located just east of <br /> the project site this road extends south from the Town of Galt to the City of Stockton. <br /> Forest Lake Road is a two-lane road extending west from Lower Sacramento Road across the northern <br /> boundary of the proposed project site with no outlet to the west. The road is lightly traveled, serving <br /> primarily rural properties along its length, and would directly access the proposed project. <br /> Peltier Road is a two-lane,east-west oriented arterial extending east from I-5 past SR-99. Peltier Road <br /> would serve as the primary access route to the project site (via Davis Road) for vehicles using either <br /> freeway. <br /> Davis Road is a two-lane arterial extending south of Peltier Road across SR-12 to Stockton. Davis Road <br /> extends north of Peltier Road a short distance serving a few homesites, and then terminates. The project <br /> proposes to extend Davis Road north to serve as the primary access. A bridge would be constructed <br /> across the Mokelumne River in conjunction with development of the project. <br /> Turner Road is another two-lane arterial oriented in an east-west direction between Peltier Road and SR- <br /> 12 and provides access to I-5 and SR-99 as well as to the Town of Woodbridge. <br /> Level of Service Concept and Study Intersections <br /> The Level-of-Service (LOS) scale is the primary indicator for traffic operation performance at ' <br /> intersections. At a signalized intersection, LOS is determined by calculating the volume of conflicting <br /> traffic movements at an intersection during one-hour and dividing that total by the capacity designed to <br /> accommodate those turning movements. The resulting calculations are expressed by a volume/capacity <br /> (v/c) ratio and LOS ratings which range from LOS A to LOS F. The LOS A to F range describes <br /> increasing levels of traffic demand, and corresponding increases in delays and deterioration of service. <br /> LOS A represents free-flow conditions with little or no delay (zero to five seconds) at signalized <br /> intersections. LOS E characterizes extremely unstable flow conditions with volumes at or near the <br /> designed capacity. Vehicles are likely to experience major delays (40 to 60 seconds) crossing an <br /> intersection. Under LOS E, minor incidents may lead to forced flow conditions (LOS F), resulting in <br /> long queues backing up from all approaches to intersections. <br /> At intersections where all of the approaches are stop-sign controlled,the LOS definitions reflect overall <br /> delays similar to those described for signalized locations. however, if volumes are substantially <br /> 4.2-2 <br />
