4.4 NOISE <br /> The L,, throughout the project area is estimated to be 45 to 50 dB. There are several residences along <br /> other streets around the project area and their setbacks from the roadways vary widely. The closest <br /> residences are about 100 feet from the roadways. Residences along Davis Road are currently exposed <br /> to noise levels similar to the levels measured on the site. This road carries only local traffic and is not <br /> a through road. Based on traffic data (Omni-Means, 1991), residences adjacent to Peltier Road and <br /> Lower Sacramento Road are currently exposed to noise levels between an L,,. of 58 to 60 dB assuming <br /> 100-foot setbacks from the roads. <br /> The Noise Element of the San Joaquin County General Plan establishes an L,.of 65 dB as the upper limit <br /> of noise and land use compatibility for residential land uses. Based on the results of our analysis the site <br /> and all existing residences are exposed to noise levels within the acceptable limits of the Noise Element <br /> of the General Plan for residential land uses. <br /> Regulatory Background <br /> The Noise Element of the San Joaquin County Draft General Plan 2010 contains the following objectives, <br /> policies, and implementation measures (San Joaquin County, 1990) applicable to this project: <br /> Objective 1: <br /> To ensure acceptable noise environments for each land use <br /> Policies 1. The following exterior noise levels shall be considered acceptable: <br /> a. 65 Db L,,, or less for residential development <br /> 2. Development shall be planned and designed to minimize noise impacts <br /> on neighboring noise-sensitive areas and to minimize noise interference <br /> from outside noise sources. <br /> 3. The County Noise Regulations shall be based on projections, using the <br /> noise contours and the technical appendix of the General Plan or the best <br /> available information. <br /> 4. The County shall seek to alleviate existing community noise problems. <br /> Implementation <br /> 1. Development Code. The development code shall include maximum noise levels for <br /> residential development and other noise sensitive land uses. <br /> 4.4-4 <br />
