4.4 NOISE <br /> 2. Acoustical Reports. Development of residential or other noise-sensitive land uses in <br /> projected noise impacted areas (greater than 60 Db LJ, shall require an acoustical <br /> analysis prepared at the applicant's expense (Planning). <br /> 3. Enforcement of State and Federal Noise Regulations. The County shall continue to <br /> enforce state and federal noise laws regarding vehicle operation equipment and building <br /> insulation (Sheriff, Health, Building Inspection). <br /> 4. Building Code. The County shall continue to incorporate the most recent noise standards <br /> contained in the Uniform Building Code into its own building code(Building Inspection). <br /> 5. Noise Ordinance. The County shall prepare a noise ordinance to address community <br /> noise problems (Health). <br /> ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES <br /> Significance Criteria <br /> CEQA Guidelines state that a project normally has a significant adverse noise impact if it results in <br /> substantial noise level increases in areas adjacent to the project site. In establishing a significant noise <br /> impact, the proposed land uses are also evaluated against noise and land use compatibility guidelines <br /> adopted by San Joaquin County. <br /> Existing residences in and around the project area could be potentially impacted by traffic associated with <br /> the proposed project. The General Plan of San Joaquin County does not contain a quantitative noise <br /> criterion that defines the noise level increases that the County would consider significant. Environmental <br /> noise level changes above 3 dB are generally noticeable. An increase in noise level of 5 dB is considered <br /> clearly detectable and can result in adverse community response. In this EIR an increase of 5 dB in the <br /> L, at a sensitive receptor is considered significant. <br /> The bottoms of the two ephemeral lakes on the site will be excavated for a period of about five years and <br /> trucks will be used to transport excavated material out of the site. The County has not adopted a <br /> quantitative noise ordinance to assess and regulate the noise output of excavation related activities. The <br /> Office of Noise Control, California Department of Health, has proposed a Model Community Noise <br /> Control Ordinance to be used as a guide for communities in California(Office of Noise Control, 1974). <br /> The Noise Ordinance proposes exterior noise limits for different land uses in California. The exterior <br /> noise limits for rural/suburban land uses are 50 dB during daytime (7:00 a.m. - 10:00 p.m. and 40 dB <br /> during nighttime (10:00 PM - 7:00 AM). The noise ordinance limits are not to be exceeded at the <br /> receiver's property for a period of time no longer than 30 minutes in any hour of the day. <br /> 4.4-5 <br />
