4.6 WATER RESOURCES <br /> wells and affect the production of off-site wells. The project would add incrementally to an existing <br /> groundwater over draft condition,but the precise amount of impact locally is not known. <br /> Mitigation ! <br /> 4.6-3(a) Dry season diversion of water from the Mokelumne River for irrigation, under <br /> claim of riparian right, should be limited to an amount determined to not <br /> adversely affect instream flow requirements or the existing water users. Prior <br /> to tentative map approval,the applicant should complete an inventory of existing <br /> water uses and instream flow requirements during the summer to determine the <br /> amount of water available for summer diversion, and the applicant's equitable <br /> share of such water. This inventory should focus on summer flow allocations <br /> and environmental impacts from summer flow reduction. This is strongly <br /> recommended to compensate for the fact that riparian diversions are not <br /> regulated by the state, and there is a clear need for some measure of regulation <br /> in this case. <br /> 4.6-3(b) The applicant's pumping and use of groundwater for the project should be <br /> restricted to an amount roughly equivalent to the average annual amount of on- <br /> site groundwater replenishment, estimated to be approximately 180 acre feet per <br /> year. The applicant should not utilize groundwaterfor water level maintenance <br /> in the lakes. <br /> 4.6-3(c) The applicant should incorporate water conservation measures and other project <br /> design modifications, as appropriate, to demonstrate the adequacy of the water <br /> supply to meet expected water demands. This should include an itemization of <br /> drought planning/contingency measures such as: <br /> • reducing the overall amount of area to be irrigated (i.e., golf <br /> course, vineyard,pasture); <br /> • restricting the watering of the golf course during drought <br /> periods;and, <br /> • use of native and drought tolerant plant species wherever <br /> possible. <br /> 4.6-18 <br />
