4.8 PUBLIC SERVICES
ENVIRONMENTAL SETTING
Fire Protection
The project site is divided between the Forest Lake Fire Protection District (FLFPD) and the
Woodbridge Fire Protection District (WFPD). The major portion of the project site is located within the
Forest Lake Fire Protection District and a small section along the southern property line lies within the
Woodbridge Fire Protection District.
FLFPD is the primary responder to the project site (Rutter, 1991). This fire district maintains a fire
station in Acampo at 25440 Eunice Avenue. The distance from the station to the project site is 3.7 miles
which is acceptable for a rural area since it is well within the five-mile radius. Response times would
vary from three to seven minutes. However, the response could be lengthened in the event firefighters
are delayed by a train at the railroad crossing on Forest Lake Road. FLFPD maintains two engines and
one tanker pumper at the Acampo firehouse. The district has a volunteer firefighting force of 15
firefighters (Rutter, 1991).
WFPD maintains a fire station in Woodbridge at 400 East Augusta Street. The distance to the project
site via Forest Lake Road is approximately eight to nine miles. Response time would be 15 to 20
minutes. If the proposed project is approved, response time via the southern site access would be 9 to
15 minutes, depending upon weather conditions. This fire district maintains two 1,000 gpm pumpers,
one 750 gpm pumper,one 4,000 gpm water tender,one 1,000 gpm pumper/1,500gallon water tender and
one rescue unit. All units are equipped with rescue and emergency medical equipment. The district has
18 paid and 10 volunteer firefighters (Wright, 1991). WFPD maintains an automatic aid agreement for
structure and brush fires with FLFPD. At the present time WFPD is the primary responder for the
section of land along the southern property line.
Police Protection
Police protection would be provided by Service District One of the San Joaquin County Sheriff's
Department. District one encompasses a large area in northwest San Joaquin County. Average response
time in the district is 15 minutes and the average number of calls received per day is 7.2. Staffing in
this service district is limited to .67 deputies per shift with a day shift officer dedicated to patrolling the
area surrounding Thornton and Woodbridge (Burnett, 1991).
4.8-1
