4.8 PUBLIC SERVICES <br /> General Plan EIR, will have a cumulative demand on the North County Landfill. The life capacity of <br /> this facility may be reduced due to the increased demand projected to the year 2010. This is considered <br /> a less-than-significant impact. <br /> Mitigation <br /> 4.8-5(a) The applicant should develop a waste diversion analysis that outlines recycling <br /> methods, the quantity of waste to be diverted, types of material to be recycled <br /> and methods to store solid and hazardous waste on-site. The analysis and <br /> recylcing plan should meet the approval of the County Solid Waste Division. <br /> 4.8-5(b) Recycling measures meemmended by Me aff Mean should be incorporated into <br /> the CC&Rs. In cooperation with the solid waste collection service, appropriate <br /> bins for household recyclable materials should be placed at the project site. An <br /> awareness program should be developed to encourage residents to use these <br /> bins. <br /> 4.8-6 <br />
