4.8 PUBLIC SERVICES <br /> Using generation rates provided by the school districts, the following number of students would be <br /> generated by the proposed project:' <br /> Grades Student Generation <br /> K-8 10 <br /> 9-12 5 <br /> �J Total 15 <br /> It is recognized that the proposed project in itself does not generate a large number of students. <br /> However,given the existing overcrowded conditions at the elementary and high schools, the addition of <br /> students generated by the proposed project is considered a significant impact. <br /> Miti ag tion <br /> 4.8-4 The developer would be assessed school impact fees which would be used to offset the <br /> incremental cost of capital improvements. Existing overcrowded conditions is an ongoing <br /> problem which cannot be totally mitigated by the proposed project. <br /> Solid Waste <br /> Impact <br /> 4.8-5 Solid waste generated by the proposed development would incrementally reduce the <br /> capacity of the North County Landfill. <br /> Based upon the generation rates used by the County Solid Waste Division, the proposed project would <br /> generate approximately 121 tons per year of solid waste, assuming three persons per household and a <br /> waste generation factor of 8.52 pounds per person per day. This waste component is anticipated to <br /> be a mix of household and yard waste. Household hazardous materials are anticipated to be those <br /> associated with household maintenance materials such as oil-based paints, stains, solvents, <br /> household cleaners, amonia,and metal cleaners and polishes. The yearly generation of household <br /> hazardous wastes is projected to be 193 pounds based upon 7.41 pounds per household per year <br /> (EMCON, 1988). Solid waste generated by this project, coupled with the solid waste estimate in the <br /> ' K-8 = .4 students per dwelling unit <br /> 9-12 = .2 students per dwelling unit <br /> 4.8-5 <br />
