4.9 CULTURAL RESOURCES <br /> recorded and rerecorded sites. In addition,direct impacts from construction activities and placement of <br /> a housing and recreation development through the sites and their environs would significantly and <br /> irrevocably alter the long-term integrity of these significant cultural resources. Additionally, the <br /> construction of the truck haul route may further degrade or destroy a recorded archaeological site on the <br /> south side of the Mokelumne River. <br /> Mitigation <br /> 4.9-1(a) Impairment of the scientific potential of the various sites cannot be mitigated by capping <br /> the sites or excavating a portion of the affected area. Impacts to the visual quality of the <br /> setting and the visual connectivity of the various sites cannot be mitigated without <br /> redesigning the project. <br /> Due to the severity of the impacts associated with the proposed plan and the rarity of the <br /> sites affected, impacts to the complex from the proposed housing and recreational <br /> development are also not mitigable unless the project is redesigned. <br /> The following elements of the proposed development must be abandoned at their present <br /> location on highly significant archaeological sites and redesigned in areas designated low <br /> to moderate archaeological sensitivity (Figures 4.9-2 and 4.9-3): <br /> • Buckeye Drive from Coyote Court to, and including,Live Oak Court; <br /> • Deer Trail Court; <br /> • Valley Oak Drive south of the north lines of lots 21 and 22; <br /> • Lots 2, 3, 4, 11, 12, 13, 49,20, and 21 and and <br /> • The southern half of lots S and 14. <br /> In order to avoid known habitation and burial sites, the proposed access road and bridge <br /> to Davis Road should be moved 800 feet to the east from where it crosses Mokelumne <br /> River. The existing dirt road should not be altered, and because of previous disturbance, <br /> a three-foot layer of fill should be added. <br /> Golf links numbers 1, 6, 7, 8, 9, 11, and 12,plus the club house, must be eliminated or <br /> relocated off known habitation and burial sites (see Figure 4.9-3). <br /> The southern margin of the proposed irrigated pasture land must be relocated 600 feet <br /> north of the southern border of the property to prevent further degradation of the site as <br /> a result of irrigation. <br /> Areas designated for storage of excavated landscaping soil must be moved to the eastern <br /> half of the project area. <br /> 4.9-10 <br />
