5.0 IMPACT OVERVIEW <br /> Cumulative impacts to the structural integrity of the roadways resulting from excavation of thero' <br /> site have been described in the Project Impacts section of the report. p sect <br /> Noise <br /> Noise levels at buildout(year 2010)were projected along streets serving the site. The noise projections <br /> were based on traffic data provided for this project by the traffic consultant(Omni-Means, 1991). Noise <br /> levels at buildout along Peltier Road would be higher than existing by 12 dB. This noise level increase <br /> would be due to cumulative growth in the greater area and not due to the proposed project. Similar noise <br /> level increases would be expected from increased traffic volumes on Lower Sacramento Road. Noise <br /> level increases of 5 dB or more are considered significant. Existing residences adjacent to these two <br /> roads could be potentially impacted by noise. Noise level increases along Davis Road at buildout would <br /> be attributed to project-generated traffic but were previously found to be less than significant. In <br /> summary, any significant existing to future noise level increases along streets serving the project site <br /> would be attributed to cumulative growth in the area and not due to project-generated traffic. <br /> Air Quality <br /> The project is part of a pattern of urbanization within the San Joaquin Valley air basin that has important <br /> implications for regional air quality. The 1991 Air Quality Attainment Plan (SJVUAPCD, 1991b)and <br /> San Joaauin Valley Unified Air Pollution Control District PM-10 Nonattainment Area Plan(SJVUAPCD, <br /> 1991 a)are recent attempts to forecast future air quality trends and develop control strategies to bring air <br /> quality into compliance with the national and state ambient air quality standards. Even utilizing all <br /> feasible and available control measures, attainment of the ozone,carbon monoxide and PM-10 standards <br /> in the San Joaquin Valley air basin is not forecast in this decade. A major impediment to attaining these <br /> standards is projected growth in population within the air basin. <br /> Geology/Soils <br /> The proposed project will have minimal cumulative impacts from a soils standpoint. The cumulative <br /> wastewater impacts, with respect to nitrate additions to groundwater, are discussed in the Water <br /> Resources Section. Soil erosion and dust generation are likely to be of only short-term duration. The <br /> excavation and removal of soil from the site will have a long-term cumulative effect in changing the <br /> character of the site; but,mostly with respect to the hydrology. The use of the soil elsewhere for level <br /> constriction or other building purposes can be viewed as a positive cumulative impact of the project. <br /> Water Resources <br /> The project has the ability to create long term cumulative hydrological and water quality impacts locally <br /> and in downstream areas. <br /> 5-3 <br />
