The proposed lot sizes do not comply with current development <br /> policies that would require public water and public storm <br /> drainage. <br /> b. The ground water quality and quantity issues should be <br /> addressed. It should be determined whether the quantity of <br /> water needed to serve the project would impact ground water <br /> ` overdrafting problems in this county. <br /> C. Applicant is proposing to deepen Tracy Lake. No excavation is <br /> permitted into the ground water table without specific <br /> approval from the Regional Water Quality Control Board, <br /> Central Valley Region. <br /> d. Impacts of residential development surrounded by agricultural <br /> operations should be addressed including realistic mitigation <br /> measures. <br /> e. Septic tank systems are allowed for sewage disposal for <br /> residential development in agricultural and rural residential <br /> zones only if a soil suitability study determines that the <br /> area is suitable for septic tank usage at the appropriate <br /> densities. <br /> 1. The proposed private sewer easements for leach fields, <br /> located in common areas, does not comply with current <br /> sewage standards. Mitigation should address the <br /> viability, ownership and control of common leach field <br /> areas. <br /> 2 .
