G <br /> Stockton, California 95205 <br /> Subject: Buckeye Ranch - Notice of Preparation of a Draft Environmental <br /> Impact Report; Lodi, San Joaquin County, California <br /> Dear Ms. Sullivan: <br /> We have reviewed the Notice of Preparation of a Draft Environmental Impact <br /> Report for the Buckeye Ranch development. The 870-acre development would be a <br /> private, gated community with 26 homesites, an 18-hole golf course, an <br /> equestrian center, and a 720-acre nature preserve. The following comments are <br /> provided for your assistance in preparing the environmental document. <br /> The goal of the U.S. Fish and Wildlife Service is to conserve, protect and <br /> enhance fish and wildlife and their habitats by timely and effective provision <br /> of fish and wildlife information and recommendations. To assist us in <br /> accomplishing this goal, we would like to see the items described below <br /> discussed in the draft document. While the Notice of Preparation covers many <br /> of the issues of greatest concern to the Service, we would like to reiterate a <br /> few of these issues, and address a few additional areas of concern. <br /> The document should very clearly state the purposes of, and document the need <br /> for, the proposed project so that the capabilities of the various alternatives <br /> to meet the purposes and need can be readily determined. The document should <br /> thoroughly analyze a full range of alternatives. Alternatives that should be <br /> considered are off-site alternatives , alternatives that avoid all impacts to <br /> the riparian forest, alternatives that centralize the housing away from the <br /> lakes, and alternatives that put higher intensity uses in the existing <br /> vineyard and pasture areas. An alternative that does not include the golf <br /> course should also be evaluated. <br /> A thorough description of all the facilities to be built, and work to be done <br /> as a part of the project should be included. Besides the actual homes, <br /> buildings, roads, golf course, and other structures, the document should <br /> identify all borrow and fill areas, equipment staging areas, and utility <br /> corridors. <br />
