Retention of Habitat <br /> Retain and create sufficient quality habitat to maintain existing <br /> population levels and to allow for future population increases to <br /> meet recovery goals for the Swainson's hawk (as to be determined <br /> by the Swainson's Hawk Recovery Plan). <br /> A. Restoration and enhancement of Swainson's hawk nesting <br /> and foraging habitats through the creation and establishment <br /> of mitigation banks. <br /> a. Mitigation banks must meet the following minimum <br /> criteria: <br /> 1. Minimum acreage size of 1,200 contiguous <br /> or semi-contiguous acres of undeveloped land. <br /> Smaller individual projects may participate in <br /> mitigation banks or fee assessment programs <br /> to acquire the minimum acreage needed to <br /> support a nesting pair. <br /> 2. Creation or enhancement of riparian <br /> woodlands may be required for some projects. <br /> These riparian areas should be not less than <br /> 300' wide, with the successful establishment of <br /> native riparian species, such as: cottonwoods, <br /> oaks, sycamores,and willows. Revegetation <br /> plans submitted by the project sponsor shall <br /> include but is not limited to the following: <br /> 1. Tree densities <br /> 2. Species compositions <br /> 3. Amount of cover <br /> 4. Compensated revegetation for loss <br /> due to fire or pests <br />
