archaeological remains in the Lodi vicinity and described "Stockton District" archaeology (Holmes, <br /> 1902). Members of the Central California Archaeological Foundation have recently expressed their <br /> concern over the preservation of these sites. <br /> On a scientific level, under Criterion B, the Tracy Lakes Complex contained stone artifacts that have <br /> been continually referenced in the anthropological and archaeological literature as some of the oldest in <br /> the country(Heizer, 1948;Beck, 1972;Moratto, 1984). The lack of significant disturbance at three four <br /> of the€ear five sites makes the recovery of stratigraphic information possible and, also, the correlation <br /> of information between sites. It is highly possible that the base of the fourth site may also remain intact <br /> and stratified,therefore perhaps containing conclusive information regarding the very long,continued use <br /> of this area. <br /> Criteria C and D have already been largely addressed in the discussions of Criteria A and B, although <br /> it should be stressed that the Tracy Lakes Complex is perhaps the oldest, largest and best preserved <br /> example of a stratified five culture complex of sites in San Joaquin County. The widespread occurrence <br /> j of well preserved structure floors,as found in this complex,is rare. The complex's antiquity is indicated <br /> by the typology of lithic objects (--13,OOOB.P.) found early in this century(Heizer, 1948;Beck, 1972), <br /> and by the presence of both Middle and Late Horizon(— 2000 B.P. to 500 B.P.) artifacts and features <br /> on the area's surface (site survey, 1991). Modern techniques of dating, such as radiocarbon studies and <br /> obsidian hydration, can help verify these dates. <br /> The Tracy Lakes Complex qualifies as an important resource, also under Criterion E, which requires <br /> that a site involve research questions proven important through historical research. One important <br /> question that is posed in J.A. Bennyhoff's study of the Plains Miwok regards the possible development <br /> of the clan system emerging out of moieties in California(Bennyhoff,1977). In addition,environmental <br /> studies including pollen analysis and siltification measurements can help determine the relationship <br /> between climate and culture changes. <br /> Regarding the discovery of human remains, CEQA Appendix K, Section VIII states the following: <br /> A. In the event of discovery or recognition of any human remains in any location other <br /> than a dedicated cemetery, there shall be no further excavation or dusturbance of the site <br /> or any nearby area reasonably suspected to overlie adjacent human remains.... <br /> Native Californian burials have been retrieved from two sites and,as indicated by archaeological evidence <br /> (Moratto, 1984; Johnson, 1991),burials are probably present at the other twe three. The uncovering <br /> of any burials automatically triggers the implementation of CEQA and Health and Safety Code Section <br /> 7050.5,which generally prohibits the disturbance or removal of human remains from any location other <br /> than a dedicated cemetery. <br /> NATIONAL REGISTER ELIGIBILITY <br /> In recent years, archaeologists and culture historians involved in contract archaeology and cultural <br /> resource management have been rethinking and more clearly defining concepts of site significance. <br /> Although the project under consideration for the Tracy Lakes region is not federally funded or <br /> administered,the high significance of this archaeological complex indicates its eligibility for the National <br /> 23 <br />
