The visual quality of the setting <br /> and the visual connectivity of the various sites cannot be <br /> mitigated without redesigning the project. <br /> Due to the severity of the impacts associated with the <br /> proposed plan and the rarity of the sites effected, impacts to <br /> the complex from the proposed housing and recreational <br /> development are also not mitigable unless the project is <br /> redesigned. <br /> The following elements of the proposed development must be Review revised site plan. The existing dirt road should not be altered, and <br /> because of previous disturbance,a three-foot layer of fill <br /> should be added. <br /> Golf links numbers 1, 6, 7, 8, 9, 11, and 12, plus the club <br /> house, must be eliminated or relocated off known habitation <br /> and burial sites. <br />
