BUCKEYE RANCH <br /> ACAMPO, CALIFORNIA <br /> PROJECT DESCRIPTION <br /> INTRODUCTION AND BACKGROUND <br /> In February 1989, Catwil Corporation acquired from the Brovelli family the <br /> 870-acre property commonly known as Brovelli Woods. The subject <br /> property is in northern San Joaquin County. On the north, it is bounded <br /> by the westerly terminus of Forest Lake Road. The Mokelumne River <br /> abuts the southerly edge of the property. Exhibit 1 is a Site Location <br /> map. <br /> The owner intends to undertake a work program to enhance the existing <br /> environment by restoration of lakes, wetlands, forest lands, and riparian <br /> vegetation in conjunction with the development of a clustered 26-home <br /> community and an 18-hole golf course on the north and westernmost <br /> portions of the 870-acre property. Subject to these and related limited <br /> uses, the property would be managed under a Conservation Easement now <br /> being discussed with The Nature Conservancy. <br /> PLANNING TEAM <br /> The civil engineer, golf course designer, planning consultant, ecological <br /> consultant, wetlands consultant, soils engineer, and raptor consultant have <br /> been hired (Kjeldsen-Sinnock & Associates, Inc.; Weiskopf & Morrish; DCC <br /> Engineering Company, Inc.; Pamela C. Muick; Sugnet & Associates; Lowrey <br /> & Associates; and Kevin Guse, respectively). <br /> ENTITLEMENT PROGRAM <br /> The County of San Joaquin will be the lead agency for California <br /> Environmental Quality Act (CEQA) compliance and land use approvals <br /> associated with the proposed project. Implementation of the proposed <br /> project will require processing an approval of a Planned District <br /> application and site plan, a Major Subdivision application and Tentative <br /> Subdivision Map followed by a Final Map, and Use Permit for the golf <br /> course. <br /> Concurrent with the processing of the aforementioned applications, the <br /> applicant will seek approval for an excavation permit, bridge permit, road <br /> abandonment, and fire service agreement between the two fire districts <br /> which service the property. <br /> The property is currently under contract in the Williamson Act. The <br /> owners are willing to either proceed with the proposed development under <br /> the Williamson Act or to accept a cancellation of the Williamson Act <br /> contract, at least as to that portion of the property on which the golf <br /> course and home sites are contemplated. Exhibit 2 is the Proposed <br /> Findings for Williamson Act Contract Cancellation (Government Code <br /> §51282(a)(1)). <br />
