grass and other crops would exclude foraging during the summer months). Restoration
of seasonal marsh habitat will create 30 acres of foraging habitat.
8) Increase nesting habitat on the property. Restore live oak forest habitat.Restoration of live
oak woodland was begun in 1991 with the planting of approximately 3 acres of mixed oak
species. In addition, the Resource Plan calls for increasing understory cover within the
existing forest. Planting cottonwood trees in low swales will provide increased, future
nesting opportunities. Appropriate elevations and sites will be located by trained
restoration ecologists.
9) Restore riparian habitat along South Tracy Lake shoreline. The planned restoration of
riparian habitat along South Tracy Lake will recreate historical forest conditions around the
lake. The removal of cattle from the area will provide an ecological releasefor willows and
other small trees along the shorelineof the Lake. Planting cottonwood and valley oaks will
create a diverse band of riparian vegetation that will benefit wide variety of species. The
restoration of this habitat will create 30 acres (70%tree cover)that will benefit Swainson's
hawk. This is replacementcompensationfor the 13 acres of previously-clearedwoodland.
10) The planned restoration of patches of "greentree"(winter flooded) woodland habitat will
again provide a mixture of understory and canopy trees that provides important nesting
opportunities for Swainson's hawks. The restoration of this habitat will create 20 acres of
nesting habitat for Swainson's hawk.
11) Limit public access onto the property.
a) Close Forest Lake Road at the eastern boundary of the property to reducetraffic and
human disturbance to fields north of the property.
b) Control illegal trespass on the property. Once the project is approved the land
owners will strictly regulate trespass and illegal hunting. This control will protect
Swainson's hawks on the property from illegal shooting and uncontrolled
disturbance.
12) Control and regulate use of pesticidesand rodenticides.Develop a chemical management
plan. The plannedcontrol and regulateduse of pesticidesand rodenticideson the fairways
will reduce opportunitiesfor secondarypoisoningof raptors foraging within the interfairway
spaces. Land owners have begun developingan integratedpest managementplan for the
property that will take into account the needsof raptors utilizingthe property. Golf course
design and construction can eliminaterunoff from fairways and greensirrigatedduringthe
summer.
13) Schedule course construction to minimize impact on known nesting Swainson's hawks.
Limit disturbance for nesting hawks. Prior to project construction, the land owners will
determineif Swainson's hawks are nesting on the property. If an active nest(s)is located,
the owners will provide a buffer of 400 yards around the nest. No construction within this
buffer will occur until the chicks have fledged, generally by the end of July. Future
construction of housing siteswill follow the same criteria. Once construction is completed,
the land owners will limit disturbance around nesting Swainson's hawks to the best of their
ability, but are not responsible if the hawks choose to nest in an area of human activity,
as the species frequently does in other rural areas.
14) Provide for public education and interpretation.Develop hiking trail for limited access. The
land owners are providing controlled access to wildlife enthusiastsalong a trail systemthat
begins at the end of Forest Lake Road (at the property's northeastern corner) and allows
the public into view South Tracy Lake. Docent-ledtrips and education panels will provide
interpretive concepts that detail the life history of Swainson's hawk and the
5
