The importance of habitat restoration <br /> and preservation of open farmland for foraging birds, and reproductive needs of the <br /> species,will be highlighted. <br /> 15) Monitoring will be based upon vegetation responseto restoration activities and the hawk's <br /> continued use of the property. The seasonal activities of Swainson's hawk will be <br /> monitored by qualified observers to detail activities of the species on the property. <br /> Monitoringwill begin on 10 March and will end on 1 October,the main period when hawks <br /> are present. Monitoring activities will include: <br /> a) A spring survey to locate nesting Swainson's hawks. <br /> b) On a monthly basis, monitoring nest activity as it relates to human activities on the <br /> property. <br /> c) Observation and documentationof foraging activitieson the property and correlation <br /> of foraging activities with habitat types. <br /> d) Development of an annual report summarizing monitoring results. <br /> 16) Eliminate the equestrian facilities and trail system. <br /> 17) Design and construct the sanctuary type golf course. <br /> 18) Restrict rodenticidesto burrow fumigants only to control gophers and ground squirrels. <br /> 19) Grassland Pilot Restoration Projects. Perennial grass test plots will be established in <br /> locations representinga range of soil and vegetation combinations.The four habitat types <br /> are 1. open savanna, 2. shady,sandy-soil forest, and 3. buffer zones. One acre plots will <br /> be established and several species and techniqueswill be tested. <br /> 20) In carrying out the operations of the Project, applicant shall take no actions which violate <br /> the provisions of the California Endangered Species Act or any other laws or regulations <br /> pertaining to the protection of the Swainson's hawk. Compliance with said laws shall be <br /> the sole responsibilityof the applicant,and applicant agreesto indemnify,defend,and hold <br /> the County harmless from and against any claim or action by affected state agencies as <br /> to the project's compliance with said laws. <br /> 21) Restrict rodenticidesto burrow fumigants only to control gophers and ground squirrels. <br /> 22) eliminateall cattle grazing and initiate the grassland restoration plan as suggested in the <br /> Resource Plan prepared by applicant. <br /> H-2. Potentially Significant Impact: Elimination of a portion of the oak savannah and Swainson's <br /> hawk foraging habitat. (EIR 4.7-2) <br /> This is a secondary impact associated with the mitigation measures outlined above for <br /> impact H-1. This impact would result from redesigningthe project to be developedin the <br /> northwestern portion of the site. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmentaleffect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> 6 <br />
