interrelationshipsbetween the speciesand humans. The importance of habitat restoration
and preservation of open farmland for foraging birds, and reproductive needs of the
species,will be highlighted.
15) Monitoring will be based upon vegetation responseto restoration activities and the hawk's
continued use of the property. The seasonal activities of Swainson's hawk will be
monitored by qualified observers to detail activities of the species on the property.
Monitoringwill begin on 10 March and will end on 1 October, the main period when hawks
are present. Monitoring activities will include:
a) A spring survey to locate nesting Swainson's hawks.
b) On a monthly basis, monitoring nest activity as it relates to human activities on the
property.
c) Observation and documentationof foraging activitieson the property and correlation
of foraging activities with habitat types.
d) Development of an annual report summarizing monitoring results.
16) Eliminate the equestrian facilities and trail system.
17) Design and construct the sanctuary type golf course.
18) Restrict rodenticidesto burrow fumigants only to control gophers and ground squirrels.
19) Grassland Pilot Restoration Projects. Perennial grass test plots will be established in
locations representinga range of soil and vegetation combinations. The four habitat types
are 1. open savanna, 2. shady,sandy-soil forest, and 3. buffer zones. One acre plots will
be established and several species and techniqueswill be tested.
20) In carrying out the operations of the Project, applicant shall take no actions which violate
the provisions of the California Endangered Species Act or any other laws or regulations
pertaining to the protection of the Swainson's hawk. Compliance with said laws shall be
the sole responsibilityof the applicant, and applicant agreesto indemnify, defend, and hold
the County harmless from and against any claim or action by affected state agencies as
to the project's compliance with said laws.
21) Restrict rodenticidesto burrow fumigants only to control gophers and ground squirrels.
22) eliminateall cattle grazing and initiate the grassland restoration plan as suggested in the
Resource Plan prepared by applicant.
H-2. Potentially Significant Impact: Elimination of a portion of the oak savannah and Swainson's
hawk foraging habitat. (EIR 4.7-2)
This is a secondary impact associated with the mitigation measures outlined above for
impact H-1. This impact would result from redesigningthe project to be developedin the
northwestern portion of the site.
Finding: Changes or alterations have been required in, or incorporated into, the project which
avoid or substantially lessen the significant environmentaleffect as identified in the FEIR. These
mitigation measures are listed below.
6
