A wildlife goal for the Buckeye Ranch project is to establish two distinct Valley Elderberry Longhorn Beetle
sanctuaries on the property: an approximately 15 acre site within the live oak forest and another 10 acres
within the live oak restoration area. In the event any transplanting of shrubs or planting of additional stems
is necessary, the planting will take place within these two designated sanctuaries.
In addition, the mitigation program suggested by the California Department of Fish and Game in the
February 26, 1993, General Compensation Guidelinesfor the Valley Elderberry Longhorn Beetle will be
followed.
Department of Fish and Game Letter,June 15, 1993.
Potentially Significant Imoact: Surveys of the federally-threatenedValley Elderberry Longhorn Beetle are
inadequate.
Finding: Changes or alterations have been required in, or incorporated into, the project
which avoid or substantially lessenthe significant environmental effectas identifiedin the
FEIR. These mitigation measures are listed below.
Statement of Fact: This impact will be reduced by the following:
Sandhill Cranes do not make extensive use of the property. As discussed in the Resource Management
Plan, the value of the site to Sandhill Cranes is minimal, and therefore impacts are consideredto be limited.
Nonetheless, the removal of the proposed equestrian complex, and the overall restoration plan for this area,
including grassland and seasonal wetland habitats, may provide habitat conditions for this species.
Department of Fish and Game Letter,June 15, 1993.
Potentially Significant Impact: Surveys of the federally-threatenedValley Elderberry Longhorn Beetle are
inadequate.
Finding: Changes or alterations have been required in, or incorporated into, the project
which avoid or substantially lessenthe significant environmental effect as identifiedin the
FEIR. Any loss of wetlands habitat will be
mitigated through coordination with the Army Corps of Engineers. The applicant proposes to:
- Increase the amount of functional seasonal wetlands by approximately 30 acres.
- Create five acres of new vernal pool and ephemeral seasonal wetland habitat.
- Enhance the permanent aquatic habitat of Tracy lakes by not draining the lakes and by not farming
the lake bottom as has been done since 1940.
- Install water control structures and irrigation systems to insure manageable and predictable water
levels in Tracy Lakes.
- Increase the acreage of riparian habitat by approximately 50 acres.
Department of Fish and Game Letter,June 15, 1993.
Potentially Significant Imoact: Surveys of the federal ly-th reatenedVal ley Elderberry Longhorn Beetle are
inadequate.
Finding: Changes or alterations have been required in, or incorporated into, the project
which avoid or substantially lessenthe significant environmental effect as identifiedin the
FEIR.
