DISCUSSION OF ENVIRONMENTAL IMPACTS: <br /> WATER, FLOODING AND DRAINAGE: <br /> 1.a. , l.b. , l.c. , l.d. , 2 .b. <br /> Portions of the site are subject to flooding, and will therefore <br /> be subject to the County' s flood ordinance. This ordinance will <br /> require that the floor elevation of all residential construction <br /> be raised to one-foot above the flood elevation. <br /> Development of the site as proposed will also result in an <br /> increased amount of impervious surfaces (i.e. , roadways, driveways) <br /> which will decrease percolation and increase sheet flow runoff <br /> across the site. <br /> The applicants are proposing to enhance Tracy Lake (the terminal <br /> sink for Jahant Slough) and its associated seasonal marsh, with <br /> Tracy Lake being full on a year round basis. Three primary sources <br /> for lake water are proposed (in order of Preference) : <br /> 1. Watershed runoff from Jahant Slough; <br /> 2 . Pumped water from the Mokelumne River; and <br /> 3 . Pumped groundwater. <br /> It is unknown what impacts on downstream users the diversion of <br /> Mokelumne River water may have. It is also unknown what effects <br /> groundwater pumping may have upon existing residential and <br /> agricultural users in the area. San Joaquin County is also <br /> presently subject to groundwater overdrafting. <br /> The Mokelumne River runs through the southern portion of the site. <br /> There are also numerous drainage ditches and swales transection the <br /> property and, as stated previously, the applicants are proposing <br /> to maintain water in Tracy Lake year round. Disturbance of the <br /> site during the construction phase could lead to erosin and <br /> sedimentation of these water courses. The development as proposed <br /> will also permanently alter the existing drainage pattern. <br /> An 18-hole links-type golf course is being proposed. There are <br /> potential ground and surface water quality impacts associated with <br /> the use of fertilizers, herbicides and pesticides on the golf <br /> course. <br /> -1- <br />
