Section I. Introduction and General Approach <br /> INTRODUCTION <br /> San Joaquin County has received applications from the Catwil Corporation of <br /> Stockton to allow the development of a private, gated community of 26 homesites, an 18- <br /> hole golf course, an equestrian center, and a 720-acre nature preserve. The project is <br /> located near Forest Lake Road and Lower Sacramento Road near the City of Lodi. The <br /> county has requested that Jones&Stokes Associates prepare a proposal to prepare the draft <br /> and final environmental impact report (EIR) for the project. The EIR needs to be prepared <br /> to meet California Environmental Quality Act (CEQA) guidelines and the San Joaquin <br /> County Environmental Guidelines for Implementation of CEQA. <br /> OUR UNDERSTANDING OF THE PROJECT <br /> Project Goals and Objectives <br /> The project proposed by the Catwil Corporation is a work program to enhance the <br /> existing environment by restoring lakes, wetlands, forest lands, and riparian vegetation in <br /> conjunction with the development of a clustered 26-home community and an 18-hole golf <br /> course on the north and western portions of the 870-acre property. Restoration, <br /> enhancement, and long-term preservation of the environment is such a critical aspect of the <br /> project that the developer also is proposing to record a deed of conservation easement over <br /> the property to preserve and protect in perpetuity the mixed riparian forest habitat and <br /> other natural features and values of the property. <br /> A key to starting the EIR process is to clearly identify and define the developer's <br /> goals and objectives for the project. This will assist in establishing priorities for the various <br /> elements of the project and in determining the feasibility of various mitigation measures and <br /> alternative site designs. <br /> I-1 <br />
