Jones & Stokes Associates is aware that the proposed project will receive close <br /> scrutiny from county officials and interested citizens. We intend to work closely with county <br /> staff during preparation of the administrative draft EIR to ensure that appropriate concerns <br /> and the county's opinions are clearly identified. It is our experience that several differences <br /> of opinion regarding the statement of the impact, significance of the impact, or appropriate <br /> mitigation will arise during review of the administrative draft EIR. We believe these <br /> conflicts are best resolved by bringing technical experts to discuss the issues and resolve the <br /> differences. In the event that the county and Jones & Stokes Associates ultimately disagree, <br /> Jones & Stokes Associates is aware that the EIR is the county's document and will reflect <br /> the county's opinion. <br /> Strong and Effective Project Management <br /> An effective management system is essential to completing the project on time and <br /> within budget. Jones & Stokes Associates has designated Ron Bass as principal-in-charge. <br /> Mr. Bass has extensive experience managing general plans and general plan EIRs, land <br /> development EIRs. He also has extensive experience in CEQA regulations and in holding <br /> CEQA training seminars. As principal-in-charge, Mr. Bass will be responsible for the <br /> following tasks: <br /> ■ contract negotiation, <br /> ■ overall project direction, <br /> ■ CEQA compliance and legal review, and <br /> ■ problem-solving during report preparation. <br /> Kim Smith, as project manager, will be responsible for the following tasks: <br /> ■ key contact with county staff, <br /> ■ project team direction, <br /> ■ schedule and budget control, <br /> ■ technical review, <br /> ■ report scope, and <br /> ■ attendance at public hearings and meetings. <br /> Mr. Bass and Ms. Smith have worked together managing several land development <br /> EIRs in El Dorado County, Sacramento County, and the Cities of Sacramento and Rocklin <br /> over the past 5 years. <br /> Careful Integration of Information <br /> Careful integration of key aspects of the project description, land use characteristics, <br /> environmental opportunities and constraints is required to successfully prepare the <br /> environmental documentation for the project. This will be accomplished by coordinating <br /> information and analyses with the county staff at regular intervals. <br /> 1-4 <br />
