Commitment to Effective Mitigation
Jones & Stokes Associates is committed to developing feasible mitigation measures.
Our project team is experienced in identifying measures effective in resolving environmental
issues, and our in-house vegetation and wildlife restoration group continues to generate new
concepts for EIR mitigation through our experience in preparing and implementing detailed
mitigation plans.
The discussion of mitigation measures in the EIR will describe each measure, identify
the agency or individual (developer) responsible for its implementation, and establish the
timing of implementation. This information will be coordinated with the county to allow
the mitigation monitoring plan to be coordinated with existing county programs as feasible.
Use of Existing Data
To avoid duplication and reduce planning and EIR costs, Jones & Stokes Associates
will rely on existing data whenever possible. Data from the following documents will be
used:
■ U.S. Soil Conservation Service (SCS) soil data and maps for the project area;
■ 1982 Air Quality Management Plan,San Joaquin County and Reasonable Further
Progress Reports for 1983/1984;
■ San Joaquin County General Plan Land Use/Circulation Element, 1976;
■ San Joaquin County Draft General Plan Update 2010;
■ Natural Diversity Data Base (NDDB) for San Joaquin County;
■ proposed findings for Williamson Act contract cancellation;
■ An Ecological Evaluation of Brovelli Woods, San Joaquin County, with an
Emphasis on Vegetation and Land Use by Pamela C. Muick (May 8, 1989);
■ raptor survey by Kevin Guse (dated July 6, 1990);
■ proposed deed of conservation easement;
■ proposed habitat management outline (to be prepared by Pamela C. Muick);
■ Tracy Lake Water Management Plan (August 28, 1990); and
■ preliminary soil report by Lowry & Associates (August 17, 1990).
I-5
